Scoring Methodology

Suitability scores are calculated across power infrastructure (35 pts), regulatory environment (20 pts), fiber connectivity (15 pts), land availability (10 pts), labor access (10 pts), and tax incentives (10 pts). A grid saturation deduction is applied based on existing data center density in the jurisdiction. Counties with active moratoriums or announced hyperscale projects are excluded from results.
